Has the California "No Cell Phone While Driving Law" changed safety on the roads significantly?

Any charts, graphs or anything with supporting evidence is greatly appreciated.

Many accidents have been caused directly by people using a cell phone or similar device while driving. Most often, trying to drive with one hand is the cause of the problem.

We don’t have any graphs or charts. There is an experiment that you should not try, consider how far you can get before you need to use both hands.
